Understanding the Proposed Changes to Conservation Authorities
The Government of Ontario has announced proposed changes to Conservation Authorities, including updates to governance, oversight, and adjustments to conservation authority boundaries. These changes are part of a broader provincial initiative aimed at improving consistency and coordination across Ontario.
Central to this shift was the establishment of the Ontario Provincial Conservation Agency (OPCA), created to provide centralized leadership, governance, and strategic direction and oversight for Conservation Authorities (CAs).
As part of the proposed changes, the Niagara Peninsula Conservation Authority (NPCA) would become part of the proposed Western Lake Ontario Regional Conservation Authority (WLORCA). The new regional conservation authority (RCA) would amalgamate four existing CAs; NPCA, Hamilton Conservation Authority, Conservation Halton, and Credit Valley Conservation Authority, with implementation targeted for early 2027.
NPCA continues to work closely with the province and our municipal partners to understand what these changes mean for our organization, our operations, and the communities we serve across Niagara, Hamilton, and Haldimand.
