The Niagara Peninsula Conservation Authority is in the final stages of updating floodplain mapping for Beaver Creek in the Township of West Lincoln and Big Forks Creek in the Township of Wainfleet. An important part of this process has been engaging our community, particularly those who live in the vicinity of these creeks.

This portal is home to important documents that all are welcome to review, a project timeline which outlines the process for updating the floodplains, and frequently asked questions.

Due to COVID-19, the first information session on September 8 was offered virtually. A second in-person information session took place June 22 to share an update on the project. The third information session was hosted on May 3, 2023.

HOW TO GET INVOLVED & PARTICIPATE:

1. Review the Draft Final Floodplain Mapping Reports for Beaver Creek and Big Forks Creeks (links found on the right).
2. Check if your property is in the draft floodplain area (link above).
3. Email written comment to Steve Miller, Senior Manager, Infrastructure Engineering, at smiller@npca.ca
4. Mail in your written comment to NPCA head office at 250 Thorold Rd 3rd Floor, Welland, ON L3C 3W2.

    How static is the floodplain mapping? There are numerous structures identified as pinchpoints, what happens when these structures are improved, how do the floodplain areas change and who is responsible for making those changes? Two structures listed in the report were updated and improved in 2022 and no longer match the report (Crossing Structure #2 and #13) Further improvements are scheduled in the Township of Wainfleet as part of engineer’s report updates and maintenance in the next 12-36 months. Including Crossing IDs: Crossing ID 11, 12,26, 2738,39,40, 56, 70 With the most significant impact is Structure #56, which is currently being engineering. When that capital project is complete how will the flood plain be updated?

    Hello and thank you for your questions. See answers below.

    1. With respect to Crossings #2 and #13 on Gents Road, the NPCA recognizes that these structures have changed. During the 100-year storm event, Gents Road at these 2 locations are flooded by water backing up from the Welland River. The size of the culverts has no impact on whether the road is flooded or not. The flood maps remain valid even though the culverts have changed size. 
    2. With respect to future culvert improvements, the NPCA is committed to working with the Township in order to achieve an efficient and cost-effective culvert size while serving to improve the condition of the 100-year floodplain (should that be possible).

    Will you only use humane, no kill ways to manage beavers? (Flow devices decievers, etc)

    Hi Nicole, thanks for your question. Please note that Beaver management has nothing to do with this project. Beaver Creek is the name of one of the creeks being studied/updated. Thanks!
