The Niagara Peninsula Conservation Authority is in the process of updating floodplain mapping for Coyle Creek in Pelham and Draper's Creek which flows through both Pelham and Welland. An important part of this process is engaging our community, particularly those who live in the vicinity of these creeks.

The project began in April 2023 and NPCA has since then hosted two information sessions to receive input from the community.

Residents are once again invited to attend a third information session on February 8, where staff and engineering teams will present the proposed draft maps for both creeks and obtain additional feedback.

This portal will house important documents that all are welcome to review, a project timeline which outlines the process for updating the floodplains, and frequently asked questions.

HOW TO GET INVOLVED & PARTICIPATE:

1. Attend Information Session #3 on Thursday, February 8 at 6 p.m. at the Welland Civic Square.
2. Review presentations from the two information sessions and the proposed draft mapping and provide feedback or questions through the Q&A tool below.
3. Email written comment to Tim Mereu, Program Manager of Floodplain Mapping Projects, at tmereu@npca.ca.
4. Mail in your written comment to NPCA head office at 250 Thorold Rd 3rd Floor, Welland, ON L3C 3W2.

    There are several municipal drains that are also tributaries of Coyle Creek. These municipal drains include Nunn Drain, Swayze Drain, Disher Drain, Big Creek Drain, Ridgeville Drain West Branch, and Ridgeville East Branch.

    Hello Sam, thank you for your question. The new floodplain maps are generated by a combination of field visits and surveying of culverts at road crossings, detailed topographic mapping provided by the province, and computer modelling.

    Any questions related to insurance coverage should be directed to your insurance provider to discuss whether new floodplain mapping produced by the local conservation authority that shows your property in the floodplain (if that is the case) would impact your insurance.

    Hello Lou, thank you for reaching out through this portal. Please note that the Niagara Peninsula Conservation Authority (NPCA) does not actively clean out watercourses. This would be the responsibility of the private landowner to undertake any works to clear out debris in watercourses that are located on their properties.

    Works to clean debris out of creeks may require work permits from NPCA, and we encourage landowners to contact our Planning and Development department before they begin any works within or adjacent to watercourses to determine if a permit is needed. Planning staff can be reached at planninginfo@npca.ca.

    Hello Tim, thanks for your question. Yes, the floodplain mapping is a necessary step to mapping and regulating natural hazards. Any development within the regulated floodplain (100-year for Coyle Creek and Drapers Creek) is subject to the policies of the NPCA and the municipality. The policies provide specific direction regarding what can and cannot be built in the regulate floodplain.

The legislative changes affecting the conservation authority’s roles and responsibilities does not change the mandate of the NPCA to identify, map and manage the 100-year floodplain within the Niagara Peninsula watershed.

    Hello Nancy, thanks for reaching out with your inquiry. 

    For this project, we only calculated surface runoff from rain and snow from the urban and rural areas to aid us in calculating the regulatory floodlines. We did not assess habitat or areas that could be restored within the creeks.

    Hello Jade, thanks for your question and our sincere apologies for the delayed response. 

    This particular project is focused on mapping the floodplain that the NPCA regulates, and permits may be required from the NPCA for work a landowner does within or adjacent to the floodplain. The project does not involve mapping woodlands or wetlands.

    Landowners could build accessory structures, additions to existing buildings (up to 46.5 square metres) and new agricultural building within a floodplain provided certain criteria and policy objectives of the NPCA are met. It is recommended that landowners within or close to a floodplain regulated by the NPCA speak to our planning staff to discuss what they would like to do on their properties and if there are restrictions and permit requirements.     Hello Vanessa, thanks so much for your inquiry. 

    The Coyle Creek and Draper’s Creek Floodplain Mapping Project is a study to map the extent of the 100-year floodplain, which is regulated by the NPCA. Proposed works within a regulated floodplain may require a permit from the NPCA.

    This study does not include any plans or proposals to divert watercourses and it is only a mapping project. The study area does include rural areas where properties may be serviced by private wells.
