The Niagara Peninsula Conservation Authority is in the process of updating floodplain mapping for Oswego Creek in Haldimand County and portions of Wainfleet. An important part of this process is engaging our community, particularly those who live in the vicinity of the creek.

The project began in April 2023 and NPCA has since then hosted two information sessions to receive input from the community.

Residents are once again invited to attend a third information session on February 15, where staff and engineering teams will present the proposed draft maps for both creeks and obtain additional feedback.

This portal will house important documents that interested residents are encouraged to review, as well as a project timeline outlining the process for updating the mapping, and frequently asked questions.

HOW TO GET INVOLVED & PARTICIPATE:

1. Attend Information Session #3 on Thursday, February 15 at 6 p.m. at the Canboro Community Centre.
2. Review presentations from the two information sessions and provide feedback or questions through the Q&A tool below.
3. Email written comment to Tim Mereu, Program Manager of Floodplain Mapping Projects, at tmereu@npca.ca.
4. Mail in your written comment to NPCA head office at 250 Thorold Rd 3rd Floor, Welland, ON L3C 3W2.

    Hello Lisa, thank you for your question. 

    It is a key regulatory responsibility of the Niagara Peninsula Conservation Authority (NPCA) to prepare floodplain mapping that shows the extent of the 100-year floodplain and to inform landowners where these natural hazards are located. Careful attention is given to the technical process of defining the floodplain limit.  

    NPCA understands there is a perception that land within a floodplain has a lower value, however, we are not experts in tax valuation and cannot advise on this matter. It is recommended that you contact a qualified professional or the Municipal Property Assessment Corporation to discuss with them if floodplain mapping produced by the local conservation authority that shows your property within the floodplain (if that is the case) will affect your property taxes.

    Please note that a final information session will take place on Thursday, February 15 at 6 p.m. at Canboro Community Centre and members of the public are encouraged to attend.

    Hi there, thank you for reaching out with these important questions. 

    The purpose of the project is to inform landowners of the risk of flooding on their lands. In accordance to our obligations under the Conservation Authorities Act and Regulation 155/06, we create regulation mapping based on the 1:100 year flood event that will then be used to guide what development could occur in the NPCA regulated floodplain.

    Hi Katharine, thanks for your comment and offer. Please note that this project only focuses on mapping the floodplain and does not include any cleaning or maintenance options or work for the watercourses. If you would like to undertake any work to maintain the watercourse on your property, please contact our planning and development department at planninginfo@npca.ca to determine if a permit may be required. You may also need to contact the municipality if any works need to be coordinated with them or other landowners.

    Hi Greg, thank you for your question. 

    The purpose of the floodplain mapping is to identify lands that lie within the 100-year floodplain and are regulated by the NPCA. In this case “regulated” means that any development within the floodplain is subject to the policies of the NPCA and the municipality. The policies provide specific direction regarding what can and cannot be built in the regulate floodplain.

    Hi Lisa, thanks for inquiring about this and our apologies for the delayed response. We were able to confirm that no tree cuttings or maintenance took place on NPCA's Oswego property. 

    If you have any concerns regarding these tree cuttings, please contact the municipality.
